AIIB Emerges as Key Development Partner, Says Sulton Rahimzoda

Deputy Chair of the Board of Governors of the Asian Infrastructure Investment Bank (AIIB) and Chairman of Tajikistan’s State Committee on Investment and State Property Management Sulton Rahimzoda said the Bank has evolved over the past decade into a pivotal development partner, with investments in roads, power and digital networks creating opportunities and strengthening connectivity between economies.

Speaking at the opening session of the 11th Annual Meeting of the AIIB Board of Governors in Doha, Rahimzoda highlighted the Bank’s partnership with Tajikistan in the energy and transport sectors, including $270 million in financing for the Rogun Hydropower Plant, with a commitment to raise financing to $500 million.

He said the Rogun project represents more than a national energy initiative, describing it as a strategic investment in green energy, sustainable water management, climate resilience, job creation and regional trade.

Rahimzoda also highlighted renewed momentum in bilateral relations between Tajikistan and Qatar this year, marked by reciprocal high-level visits and the signing of a roadmap and phased, multi-year investment programme valued at $800 million.

He called on AIIB to enter its second decade with an approach that is “faster, smarter and broader”, leveraging innovation, digital technologies and artificial intelligence. He said stronger regional connectivity, particularly for landlocked countries, could turn geographical constraints into economic opportunities.

He also stressed the need for greater investment in green energy, water security and resilient infrastructure to create jobs, improve livelihoods and address climate change.

Rahimzoda said infrastructure should go beyond connecting places, stressing that its broader purpose is to connect people with economic opportunities, link economies to markets and support a more sustainable and prosperous future.

He expressed appreciation to Qatar and AIIB for hosting the annual meeting in Doha, recalling the Bank’s establishment a decade ago to address Asia’s infrastructure needs through modern financing, partnerships, innovation and efficient mobilisation of capital.
