Qatar Chamber: The Voice of Business Community and Key Driver of the National Economy

​As one of the oldest chambers in the GCC, Qatar Chamber continues to play a pivotal role as a key driver of the national economy and a facilitator of a thriving business environment, in alignment with Qatar National Vision 2030. Established in 1963 by virtue of Law No. (4), the Chamber’s primary role is to organise business interests and represent the Qatari private sector both locally and internationally. 

It actively supports the country’s economic actors and enhances productivity, contributing to the stimulation of trade activity, the expansion of the investment base, and the formulation of economic policies that foster comprehensive and sustainable growth across the nation. 

Furthermore, it works to promote the investment climate and opportunities within the state and reinforce Qatar’s position as a global leader in investment, business, and trade.

An Inspiring Vision

Under the leadership of H.E. Sheikh Khalifa bin Jassim bin Mohamed Al Thani, Chairman, Qatar Chamber strives to achieve international leadership among the world’s chambers of commerce, in line with Qatar National Vision 2030 and the country’s aspirations for sustainable economic growth.

It aims to remain fully informed and knowledgeable about all issues related to the business community, both in Qatar and globally. The Chamber also strives to be the primary point of contact for international institutions and organisations seeking information and data about the Qatari business environment and how to conduct business in one of the world’s most dynamic and rapidly growing economies.

Its mission is to effectively represent and support the Qatari business community while highlighting the diverse business and investment opportunities available across the country’s various sectors and industries.

Through its initiatives, the Chamber works to enhance communication between the private sector and decision-makers, ensuring that the voice of the business community is heard and its interests are well served.

Pioneering Objectives

Qatar Chamber is committed to regulating, representing, defending, and promoting the interests of the commercial, industrial, and agricultural sectors.

 It seeks to support and develop the national economy and enhance productivity for the benefit of the country and its member companies. 

The Chamber also strives to foster a sustainable and competitive business environment that encourages both local entrepreneurship and foreign investment. Moreover, it plays a key role in diversifying Qatar’s economy and strengthening its position as an international center and destination for business and investment.

Chamber’s Strategy (2025–2030)

In 2025, the Chamber launched its updated 2025–2030 strategy aimed at positioning Qatar as a global strategic hub for the private sector.

 The strategy sets six key objectives: developing the business environment; supporting SMEs and entrepreneurs; transforming the Chamber into a global hub for communication and influence; advancing into the digital economy; strengthening the Chamber’s positive image through enhanced performance; and achieving financial sustainability.

The strategy aims to position Qatar as a global strategic hub for the private sector, making it the top choice for doing business. 

It also seeks to promote and support the Qatari private sector locally and globally, representing and defending its interests.

Through the strategy, Qatar Chamber also aims to develop a business environment that attracts local and foreign investments by helping the government foster the economy, reviewing business-related laws and regulations, reinforcing the Chamber’s role as a link between the government and the private sector, as well as promoting public-private partnerships.

Supporting the 3rd National Development Strategy (2024–2030)

In alignment with Qatar’s Third National Development Strategy (NDS3), which represents the final phase of achieving the Qatar National Vision 2030, the Qatar Chamber is committed to enhancing the role of the private sector as a key partner in sustainable development. 

The Chamber actively supports the NDS3 goals by fostering economic diversification, encouraging private investment in non-oil sectors, empowering SMEs, and promoting innovation and entrepreneurship. 

Through its strategic initiatives, partnerships, and advocacy efforts, the Chamber contributes to building a competitive, knowledge-based economy that ensures balanced growth and strengthens Qatar’s position as a regional and global business hub.

In 2024

In 2024, Qatar Chamber achieved significant milestones that reinforced its role as a catalyst for the national economy and a champion for the private sector. It processed a record 154,778 transactions—a 67% increase from the previous year—including over 50,000 certificates of origin. The Chamber also reduced service fees under Cabinet Decision No. 19 of 2024 to ease costs for businesses, launched the “Made in the Gulf” initiative to promote regional industrial integration, and enhanced its digital infrastructure to streamline services. 

Additionally, it organised over 280 events, hosted 80 foreign trade delegations, grew its membership to 66,771, and signed 15 memoranda of understanding with counterpart institutions—demonstrating its expansive reach and commitment to driving trade, investment and sustainable growth.

Sustainability

The Chamber plays a vital role in promoting sustainability within the private sector by encouraging companies to adopt responsible business practices aligned with Qatar National Vision 2030.

 The Chamber actively supports initiatives that advance environmental leadership, social responsibility, and sustainable economic growth. 

Through partnerships, workshops, and awareness programs, it empowers businesses to integrate sustainability into their operations, reduce waste, and optimize resource efficiency. By fostering a culture of green innovation and corporate responsibility, Qatar Chamber contributes to building a more resilient, inclusive, and sustainable national economy.

In 2020, the Chamber joined the United Nation Global Compact, the world’s largest corporate sustainability initiative. 

Through this membership, the Chamber reaffirms its commitment to promoting the ten universal principles of the Compact in the areas of human rights, labour, environment, and anti-corruption. 

This milestone reflects the Chamber’s dedication to supporting Qatar’s transition to a sustainable economy, encouraging private sector members to align their strategies with global standards of corporate responsibility and contribute to achieving the UN Sustainable Development Goals (SDGs).

Digital Transformation

Qatar Chamber supports the State’s vision for digital transformation by facilitating and encouraging private-sector investments in high-tech industries. It promotes collaboration between Qatari companies and leading international firms to foster the exchange of expertise, innovation, and investment.

The Chamber is also spearheading the digital transformation of its own services by adopting innovative technologies that enhance efficiency, transparency, and accessibility. 

Through its digital platforms, it enables faster communication with members, streamlines certification processes and issuance of certificate of origin. 

These initiatives align with Qatar’s national digital agenda and contribute to building a knowledge-based economy where the private sector can thrive in an increasingly digital global marketplace.

As for the transition to a digital economy, the Chamber’s strategy focuses on digitizing all services and leveraging AI for daily operations within the chamber. Furthermore, it aims to establish a Qatari e-marketing platform that connects the Arab world with global markets and provides a reliable gateway to business, services and consultations.

ICC Qatar

ICC is the world business organisation, with a global network of over 6 million members in more than 100 countries, enabling business to secure peace, prosperity and opportunity for all.

The International Chamber of Commerce (ICC) Qatar, a national committee of the Paris-based ICC, represents a growing number of Qatari-based businesses, as well as local and foreign business chambers and key national associations of the business sector.

ICC Qatar was established more than twenty years ago to promote the Qatari business community’s interests in areas such as trade, investment and international relations. Furthermore, to help cultivate an environment conducive to foreign investments and enable Qatari businesses to be more involved with the global economy.

On a national level, ICC Qatar serves as a bridge between businesses and the government to drive a business-friendly environment. Internationally, we represent the business community at bilateral, regional and multilateral forums within international organizations such as the United Nations (UN), where ICC is a permanent observer and the only voice of business at the General Assembly; the G20 through the B20 process; the World Trade Organization (WTO) through the Trade Dialogues process that was established at the request of the ICC and the historical ICC-led MC11 Business Forum, the first official private-sector event to be held alongside WTO Ministerial; and other intergovernmental bodies such as the World Intellectual Property Organisation (WIPO), the World Customs Organization (WCO), the World Summit on Sustainable Development, the UN Framework Convention on Climate Change (UNFCCC), the UN Conference on Trade and Development (UNCTAD) and the Internet Governance Forum (IGF) among many others, to promote trade expansion and business networking.

Since its establishment, ICC Qatar worked to disseminate the ICC’s values and principles among the local business community. The UN’s Global Goals for Sustainable Development are at the heart of the five ICC campaigns that streamline our work to ensure sustainable development.

Qatar International Center for Conciliation and Arbitration (QICCA)

Qatar International Center for Conciliation and Arbitration (QICCA) was established in 2006 by virtue of a resolution of the Qatar Chamber ‘s Board of Directors to create an efficient and swift mechanism to settle disputes between Qatari commercial companies or between national companies and their foreign counterparts. As the sole dedicated arbitration center in Qatar for commercial disputes, QICCA provides institutional administration for arbitration, mediation, and conciliation proceedings. The Center is supervised by a board of directors chaired by the Qatar Chamber Chairman.

QICCA provides dispute resolution services through alternative means such as arbitration, conciliation and mediation in accordance with the provisions of Article No. 4 (paragraph 9) of the law establishing The Chamber No. 11 of 1990.

Aiming to elevate its services to an international level through spreading the culture of arbitration at the local and international levels, QICCA follows and applies the most recent trends in organizing conciliation and arbitration procedures maintaining neutrality, independence and total confidentiality through its adoption of the main principles of the model rules prepared by the United Nations Commission for International Trade Law (UNCITRAL) as revised in 2010.

QICCA maintains a list of well reputable arbitrators, conciliators and experts of international reputation from different nationalities with great experience in various fields and specialties so disputing parties can choose from. QICCA is a full member of the International Federation for Commercial Arbitration Institutions (IFCAI).

In addition to its arbitration role, QICCA organizes conferences, seminars, training courses, workshops, preparing and qualifying a national elite of arbitrators and experts in international commercial arbitration and encourages the usage of alternative dispute resolution methods.

QICCA regularly holds “The World Conference on International Arbitration” where more than 1,000 government officials, arbitrators, conciliators, arbitrators and experts, law firms and lawyers attend this prestigious event.

QICCA administers a wide range of arbitration disputes, with particular concentration on construction, finance, investment, energy and general corporate and services contracts. In addition to arbitration, mediation, and conciliation, QICCA also provides expert appointment services for certain construction disputes.
