The official gazette published the regulations governing the distinguished competencies incentive in public entities.
The regulations consist of eight articles and shall come into effect from the first day of the month following the approval date.
They apply to entities for which the item has already been approved, as well as to entities for which the item is newly introduced in accordance with these regulations.
For an employee to be eligible for the incentive, he must be among the entity’s personnel occupying civil or military positions, including those appointed under the wages item, contractors in accordance with the Executive Regulations of Human Resources in the Civil Service, employees seconded to the entity, and individuals or officers assigned to personal protection duties.
In addition, the employee’s most recent annual performance appraisal must be no lower than “Good”, or its equivalent. He must have completed at least 180 days of service with the entity.
The employee’s relationship with the entity must be valid at the time the payment approval decision is issued. Payment of the incentive bonus must not result in the employee receiving it in addition to any other incentive-related bonus, unless the matter is referred to the committee for consideration.
The head of the entity may disburse the bonus under this item to employees of entities whose boards of directors he chairs.
