UCL Brings World-First Health Business School to Dubai in Major Middle East Expansion

University College London (UCL) is expanding its presence in the Middle East with a new Dubai education hub focused on healthcare leadership, management and innovation, as the UK university looks to strengthen its international reach.

The Global Business School for Health (GBSH), which describes itself as the world’s first business school dedicated exclusively to health, has received UAE approval to establish the hub in Dubai Healthcare City. It expects to welcome its first cohort in 2027.

The move comes as UCL celebrates its 200th anniversary and Dubai seeks to establish itself as a global destination for higher education, medical tourism and healthcare innovation.

However, the Dubai initiative is not UCL’s first campus outside the UK. The university previously operated a campus in Adelaide, Australia, which opened in 2010. The new development represents a fresh international expansion, with a specialist focus on the health economy.

According to UCL, the Dubai hub will offer a targeted portfolio of postgraduate degrees and executive education programmes, providing healthcare professionals and organisations across the UAE and wider region with access to the university’s academic expertise.

The programmes will focus on areas including healthcare management, leadership, digital transformation and innovation, with opportunities for customised training, research collaboration and partnerships with healthcare providers and government bodies.

Unlike a conventional university campus, the Dubai operation is designed as a specialist education hub rather than a large-scale teaching institution. UCL said programmes would be delivered by London-based faculty through intensive teaching blocks, allowing professionals to pursue further education while limiting the need for travel.

Admissions, assessments and qualifications will remain under UCL’s established academic governance, with degrees awarded by the university under the same academic frameworks used for its London-based programmes.

The expansion was announced at an industry event in Dubai Healthcare City attended by senior officials, including Aisha Miran, director general of Dubai’s Knowledge and Human Development Authority (KHDA), and Malek Sultan Al Malek, chairman of Dubai Healthcare City Authority.

The initiative has been developed in collaboration with Dubai Healthcare City Authority, which oversees the healthcare district.

Professor Nora Colton, founding director of UCL Global Business School for Health, said healthcare transformation increasingly depended on management capability, organisational performance and digital innovation alongside clinical expertise.

Breaking boundaries

The UAE’s ambitions around prevention, longevity, technology and workforce development would require leaders capable of working across traditional professional boundaries, she said.

UCL’s Dubai hub would seek to build long-term partnerships with government, healthcare providers, industry and academia to address complex challenges facing health systems and strengthen leadership across the sector.

The project also aligns with the emirate’s Education 33 strategy, which aims to position the emirate among the world’s leading destinations for students, alongside the Dubai Economic Agenda D33 and the UAE’s We the UAE 2031national vision.

UCL is ranked joint eighth globally in the QS World University Rankings 2027 and has a history spanning two centuries.

Its Global Business School for Health was established to address the business and management challenges facing healthcare systems, bringing together disciplines including economics, policy, technology and leadership.

The Dubai hub will extend that approach into a region facing growing demand for healthcare services, specialist skills and technological innovation.

For Dubai, the arrival of a globally recognised university adds another international name to its expanding higher education sector.

For UCL, the initiative provides a platform to reach professionals across the Gulf, Africa and South Asia, while developing partnerships in one of the world’s rapidly evolving healthcare markets.
